From 1st July 1965, under the Scrap Metal Dealers Act, 1964, no person may carry on business as a scrap metal dealer unless he is registered by the Council. Scrap metal dealers who-
(a) occupy a scrap metal store in the Council's area; or
(b) have their place of residence in the area.; or
(c) occupy a place in the area wholly or partly for the purpose of their business
